The designs come in and the budget falls short of the dream. It becomes clear immediately that the dream has to change a bit. When the negotiations start, it is important to be clear about what is essential, what can be deferred to the future, and what can lost forever. There also should be a clear process for analyzing proposed changes in terms of the life-cycle cost, not just the initial cost.
